解放战争时。面对国民党政府拒在和平协议上签字，毛主席（古月饰）向西北野战军司令员彭德怀（吕晓禾饰）下达了进军西北的作战命令。由于三大战役胜利结束，西北守敌己成瓮中之鳖，胡宗南（杜雨露饰）、马步芳（李龙吟饰）、马鸿逵（阎雨生饰）之间又各自为一已之私考虑，军心涣散。咸阳保卫战后，彭德怀组织主力围歼胡宗南部，经激战三昼夜，胡匪全军覆灭。“二马”惶惶不可终日，决心孤注一掷，在兰州城外与我西北野战军决战。战役开始，马匪仰仗坚固工事，居高临下，给我攻城部队带来很大困难。彭德怀审时度势，组织部队抢占致高点，用猛烈炮火轰击敌阵地。不日，兰州解放。国民党陶峙岳部新疆省主席宣布起义......General
